ASWB delegates adopt amendments to Model Social Work Practice Act

Bylaws remain unchanged

At the 2025 Annual Meeting of the Delegate Assembly, delegates from ASWB member jurisdictions cast votes on a proposed amendment to the bylaws as well as a series of amendments to the Model Social Work Practice Act.

Delegates voted to adopt all five amendments to the practice act proposed by the Regulation and Standards Committee.

  • Changes in sections 204, 213, and 401 which expand statutory language to be applicable in both the United States and Canada.
  • Changes in section 212 which clarify the board/council’s emergency rulemaking authority.
  • Changes in section 307 which update the statutory language to reflect the evolution of exam requirements and regulatory oversight.
  • Changes in section 308 which add a requirement for competence exams for licensure by endorsement.
  • Changes in section 206 which authorize the board/council to fill vacant seats after a period of six months.

These changes will be reflected in the 2026 edition of the Model Social Work Practice Act.

Delegates considered and rejected an amendment to the bylaws that would have changed the composition of the ASWB Board of Directors. The association’s bylaws were most recently amended in 2024.
